New York's RAISE Act rewrite would let a state office cap the compute frontier labs train with
State Senator Andrew Gounardes and Assemblymember Jordan Wright introduced S.10731 on October 29th, a rewrite of the RAISE Act Governor Hochul signed last December. It covers any company spending more than $1 billion on AI development over three years. A new state office, DIGIT, could limit the computing power a developer uses for training or for automated AI research to prevent catastrophic risk. Labs would report quarterly on how much of their research is automated and disclose jumps in risk within 72 hours, and each would hire a state-licensed "frontier examiner" to run risk assessments every 90 days. The attorney general could ask a court to restrict a model in New York. Fines run to $1 million a day, $3 million for repeat violations.
The bill sits in the Senate Rules Committee and is unlikely to move before January. A state compute ceiling would be a first in the US and an obvious target for federal . SourcesAB
